Seven sectors. Seven different things that must be true first.

Infrastructure is shaped by whichever limit refuses to move. In defence that limit is classification. In media it is a delivery date. In health it is a privacy instrument that predates the technology. We name that limit before we draw a topology, because everything downstream is negotiable and it is not.

Start from the limit, not the shopping list.

Filter the seven sectors by the constraint that governs them. A card can carry more than one, and several carry only one. The single-tag sectors are usually the easiest to architect and the hardest to fund.

Sovereign Delivery

What Australian-owned has to mean on a tender response.

Sovereignty is a procurement term with a technical definition hiding inside it. These are the seven questions that actually separate a sovereign arrangement from a marketing claim, with our answers written so you can test them.

The question behind the question

A contracting officer asking about sovereignty is usually asking something narrower: can a foreign court, a foreign administrator or a foreign support roster reach this data. Ownership of the supplier is only the first of those, and on its own it settles very little.

We answer each part separately and in writing, because the useful version of this conversation is about administrative access paths and key custody, not about where a company was incorporated. Where a dependency genuinely sits offshore, such as vendor third-line engineering or a firmware supply chain, we name it rather than leave it for an assessor to discover.

Ownership
Australian owned and controlled, with no foreign parent able to direct operations or compel disclosure.
Staffing
Engineering and operations staff employed in Australia. Clearance levels confirmed per engagement rather than claimed generally.
Support path
First and second line in-country. Any vendor third line that sits offshore is named in the service description with its escalation conditions.
Data location
Primary and replica copies in Australian facilities. Backup targets and telemetry destinations listed explicitly, including monitoring metadata.
Key custody
Customer-managed keys by default. Where we hold credentials, access is dual controlled, time bound and logged to your own collector.
Governing law
Australian contract law and Australian jurisdiction, with no arbitration clause that moves a dispute offshore.
Subcontractors
Disclosed by name before contract, with their own residency and access position documented alongside ours.

Cross-sector

The techniques move even when the regulations do not.

A trading desk and a genomics lab share almost no vocabulary and most of their engineering. These five patterns turn up in every sector we work in, which is the argument for one team rather than seven.

Tail latency is the product

A trading desk cares about p99.9 because money leaves at the tail. A radiologist cares because the study that stalls is the one being reported on. The measurement discipline transfers unchanged: instrument every hop, publish the distribution, and never make a decision on a mean.

Metadata operations decide the felt speed

Render farms and sequencing pipelines both collapse on small-file metadata rather than bulk bandwidth. Directory layout, inode budget and client caching behaviour are architecture decisions. We size the metadata tier separately from the data tier, in both sectors, for the same reason.

The boundary has to be drawable

Defence calls it a security domain, health calls it a consent scope, a studio calls it a production perimeter. In all three cases someone eventually has to draw the line on a diagram and prove that traffic respects it. Designs that cannot be drawn cannot be assessed.

Queue policy is where governance becomes technical

A university allocating between faculties and an agency allocating between programmes are solving one problem with the same tools. Encode the agreement in fair-share weights and reservations, make the accounting visible to every party, and the argument stops being about the infrastructure.

Handover determines the real lifespan

A gallery with no engineer on staff and an agency with a rotating operations team fail the same way: undocumented systems decay quietly. As-built documentation, rehearsed recovery and a runbook written for the person who arrives next are part of the build, not an optional extra line.

Sector work is mostly evidence work. The engineering question is usually settled in a fortnight; the remaining months go on demonstrating to somebody accountable that the design does what it claims. We write for that reader from the first document.
